What is it that allows the Tardis able to speak to Clara through a hologram, but not the Doctor? Or have I misinterpreted something there?

At the end of The Doctor's Wife, the TARDIS points out that she will never be able to personally speak to The Doctor as a stand-alone, sentient being. However, we have already seen that the TARDIS is capable of interacting in the form of an image of a person, in a form of voice-activated interface.
We've seen The TARDIS play back holograms of The Doctor on a few occasions (Blink, Parting of Ways, etc.) However, those were pre-recorded events, which mostly show the TARDIS's capacity to display full-sized holograms.
However, when The Doctor was dying in Let's Kill Hitler, the TARDIS produced a series of holographic images of current and former companions, which interacted with The Doctor via normal speech communication. These were not sentient holograms driven by the TARDIS's consciousness, but rather intelligent user interfaces.
What we see appearing to Clara appears to be another case of this interactive user interface, and not a fully self-aware TARDIS consciousness.

Let me switch to another show - MST3K. Gypsy runs all the systems on the ship, has a weird squeaky voice, and seems to be a little befuddled. In one episode she shuts down all the systems on the ship so she has enough bandwidth to have a real intelligent heart to heart with Joel. Now think about all the systems on the TARDIS - that could explain how a seemingly sentient intelligence could be reduces to recorded responses - she's just too damn busy.

Idris was the TARDIS' personality matrix forced into a human body; it was a living, conscious entity with a personality of its own. Under normal circumstances, that part of the TARDIS cannot communicate with anybody.
The voice interface with which Clara was speaking was more like an A.I. system that only follows a set of protocols and doesn't have a mind of its own.

Regarding the comment about how the interface knew to say "fish fingers and custard" as the Doctor was dying in Let's Kill Hitler when Amy only said it once in the Tardis, in The Trial of a Timelord, it's explained that the Tardis can record events that take place outside of the Tardis itself. The Doctor said his Tardis was bugged.
The BIG question with the episode Hide is, how can the Tardis enter the pocket universe when the subset of the eye of harmony is removed to open the reality well?!!!! Is nobody asking this?

My Theory: Clara is/will become the TARDIS. From "The Doctor's Wife", the incarnate TARDIS tells the doctor that she stole/chose him. In "The Name of the Doctor" Clara convinces the doctor to choose a specific TARDIS to steal. Clara also now exists both as herself and completely throughout the doctor's timeline. I believe the projection in "Hide" is a form of foreshadowing and that the TARDIS reacting badly to Clara is no different than how the Doctor reacts badly to his alternate selves. Also, in "The Name of the Doctor", after Clara had already jumped into the Doctor's time scar, River points out that how can she still be projecting so the doctor can see her if Clara is gone...."Spoilers". How? Clara is the TARDIS and is in a perpetual link with the Doctor, regardless of distance. Finally, the TARDIS which the Doctor has "borrowed" was listed as malfunctioning. TARDIS's were acknowledged to be "living" but not necessarily sentient. Having a TARDIS that is sentient would be a mystery to the Time Lords and be recognized as a dangerous vessel for use. So my guess is, at some point, the Doctor will have to go back in time to Gallefrey (which is forbidden), likely take up the mantel of "the other" (thus not in the name of "The Doctor") to help Rasselon and Omega implode the star to create the energy source for time travel, and something will happen where she gets merged with a Tardis (or maybe the Matrix and she later escapes into a TARDIS).

In "The Name of the Doctor" Clara convinces the doctor to choose a specific TARDIS to steal. Clara also now exists both as herself and completely throughout the doctor's timeline. I believe the projection in "Hide" is a form of foreshadowing and that the TARDIS reacting badly to Clara is no different than how the Doctor reacts badly to his alternate selves. Also, in "The Name of the Doctor", after Clara had already jumped into the Doctor's time scar, River points out that how can she still be projecting so the doctor can see her if Clara is gone...."Spoilers". How? Clara is the TARDIS and is in a perpetual link with the Doctor, regardless of distance. Finally, the TARDIS which the Doctor has "borrowed" was listed as malfunctioning. TARDIS's were acknowledged to be "living" but not necessarily sentient. Having a TARDIS that is sentient would be a mystery to the Time Lords and be recognized as a dangerous vessel for use. So my guess is, at some point, the Doctor will have to go back in time to Gallefrey (which is forbidden), likely take up the mantel of "the other" (thus not in the name of "The Doctor") to help Rasselon and Omega implode the star to create the energy source for time travel, and something will happen where she gets merged with a Tardis (or maybe the Matrix and she later escapes into a TARDIS).

To me, it seemed mostly like an automated help console - just questions & answers. Now then, it is very strange why can't the Tardis use the same console to speak.
