Bernt Evinius Beruldsen Hovdan (11. april 1875–15. juni 1933) var ein norsk byråkrat og politikar frå Dypvåg i Aust-Agder. Han representerte Venstre på Stortinget 1916-18.
Hovdan var son til ein skipper. Han vart student frå Gundersens skole i Kristiania i 1893 og cand.jur. i 1897. 1897/98 var han sakførarfullmektig på Voss, 1899/1900 tilsett i Riksforsikringsanstalten og 1900/01 advokatfullmektig i Skien. Frå 1901 var han politifullmektig i Senja og Steigen futedømme, med bustad i Narvik. I 1910 vart han politimeister i Narvik, og i 1913 byfut same staden. Åra 1918-25 var han sorenskrivar i Steigen, deretter jobba han i same posisjonen i Ringerike frå 1926 til han døydde i 1933.
Valperioden 1906-09 var Hovdan varamann til Stortinget frå einmannskrinsen Bodø og Narvik. I perioden 1916-18 representerte han same krinsen og partiet Venstre på Stortinget. Han var då nestformann i Justiskomite nr 2 i 1916, i 1917-18 var han medlem i Jarnbanekomiteen.
